A plan for the uninsured and those who are willing to ask for help
As Jesus reportedly said, "the poor you will always have with you".
Health treatment and care is expensive. Excellent care is even more expensive, but in many cases it is priceless, kind of like life. No matter what system is adopted, the employed, able, and the rich will pay for the health care costs of those who are unable.
They do not have to be forced.
If we are able to protect our economic and political system (The U.S. Constitution) that has resulted in the most technologically advanced, ecologically considerate, and free people in the history of life on earth, then we will also continue to have rich people, lots of them; and under this meritocracy that we maintain, most of these people will be counted among the finest individuals to walk the earth.
Our constitution, and the evolution of our values and beliefs, has resulted in the world's most charitable humans.
At present, in our country, no person is ever denied needed care, but it is often inefficiently provided under the present system.
Everyone has a pre-existing medical condition of some kind.And our technological advancement has, out of necessity, produced the internet.
Social networking (used to be called communication) has evolved to a previously unimaginable level of efficiency and ease of use, the needs of our fellow man can now be individually communicated in great detail to vast numbers of people of all levels of income, knowledge, and passion to be helpful.
This leads me to propose a method to deliver the means of solving health care dilemmas within the ideals of limited government which have peacefully revolutionized the world. This method includes a highly secure internet based communication network along the models of Facebook, MySpace, Linkedin, etc.as follows:
· Every person may create an individual medical savings account (MSA) that can grow through simple interest , dividends, and capital gains, all tax free.
· Each family with a gross income below $100,000 per year will receive a tax credit or rebate up to 6,000.00 per year adjusted to income and numberof dependents on a sliding scale that must be spent on a health insurance policy with certain minimum coverage requirements, but the choice of plans will be the individual’s own. The policy must cover catastrophic medical costs, maternity, and diagnostic tests with small co-pay to encourage early intervention, especially for individuals with a genetic predisposition to severe illness.
· This MSA may only be spent on legitimate medical expenses, insurance coverage, safe and medically effective pharmaceuticals, treatments and therapies that are prescribed by licensed medical professionals.
· Every person may make tax deductible charitable donations to their own or any one else's MSA in any amount.
· Private for-profit health insurance companies or non-profit co-ops may continue to deny coverage for treatment of pre-existing conditions, but not genetic pre-dispositions . This will result in the most economical insurance premiums for everyone in a very fair way.
· Offspring of individuals will be automatically covered by the mother’s insurance policy, including any maladies evident at birth or found later in life to be latent at birth.
· The luck of the draw cannot be legislated away.
· Money in MSA accounts may be spent on medical care for these un-insured conditions at the choice of the individual account holder, trustee, or guardian.
· Money in the MSA may be used to pay premiums on any level of insurance policy desired by the account holder.
· Every individual that is accepting donations must allow the donors to view his/her medical history and expense receipts anonymously.
· In the account "home page", totally anonymous individuals may present the life conditions that they face, along with appropriate evidence, so that donors may feel confident that they are not being scammed and their money is not better spent elsewhere.
· Charitable donations may be published with or without donor identification on the program home page in order to recognize donors and build momentum for donations.
· At an individual's passing from life, the charitable donations from persons beyond his immediate family and the accrued interest and gain on those donations that remain unspent in his HSA after reasonable funeral expenses become the property of a fund that the government may use only to initialize, fund, and manage MSA's for helpless people.
